Unlike a nuclear attack, for which there is no public protection plan, a detailed biological war survival plan exists. However, it is designed exclusively to ensure continuity of government by protecting a small, pre-selected group of officials, not the general population.
"Gain-of-function" research, intended to develop countermeasures for dangerous pathogens, uses the same methods as offensive bioweapon creation. This paradox means that efforts to defend against biological threats inherently increase the risk of creating them, whether deliberately or by accident.
Beyond revealing systemic unpreparedness, the COVID-19 pandemic's most dangerous long-term consequence was the fracturing of public trust in science, health officials, and politicians. This erosion of trust severely cripples the ability to respond to future, more lethal pandemics.
Conventional explosives are ineffective against bioweapon facilities as they would simply aerosolize and disperse the deadly pathogens. The only viable military option is a preemptive nuclear strike, which can generate the heat and speed required to incinerate the agents completely, creating a terrifying strategic dilemma.
The Soviet Union's goal with its bioweapons program was not just mass death but also psychological devastation. By engineering pathogens resistant to known cures like antibiotics, they aimed to shatter the American public's faith in its medical establishment, leading to societal collapse.
Before 9/11, the U.S. had only two BSL-4 labs for pathogens with no known cure. Following the 2001 anthrax attacks, the biodefense industry expanded dramatically, resulting in 15 BSL-4 labs and over a thousand BSL-3 labs, massively increasing the national risk of an accidental leak.
To counteract the natural tendency of sick people to self-isolate, Soviet scientists engineered a gene for euphoria into their plague weapon. This diabolical modification encouraged infected individuals to attend social gatherings like discos, turning them into highly effective super-spreaders before they collapsed.
In high-level war games, the Department of Defense's primary concern shifts quickly from the pathogen itself to the secondary effects of its release. The complete breakdown of civil order, mass anarchy, and armed insurrection are considered the more complex and dangerous long-term national security threats.
The CDC's BioSense system monitors thousands of hospitals for outbreaks in real-time, but it misses a critical demographic. America's large homeless population operates outside this network, creating a dangerous blind spot where a pathogen could spread widely before being detected by public health officials.
During a civilization-collapsing event, the US government activates "Devolution," a classified continuity plan. A pre-selected group of officials with "go bags" are evacuated to secure, undisclosed facilities to ensure the government continues to function while the general populace is left to fend for itself.
